Factions linked to Boko Haram in Nigeria are increasingly integrating artificial intelligence into their operational strategies, according to a groundbreaking study from the Cambridge Programme on AI Science & Policy. The research, based on interviews with 27 former members—including mid-level commanders and technical specialists—reveals how these groups have adopted widely available AI tools to enhance their activities.
Beyond propaganda: AI’s evolving role in militant operations
While AI-generated propaganda has long been associated with militant groups, this study highlights a shift towards tactical applications. Former fighters report using platforms such as ChatGPT, Claude, Gemini, Grok, Meta AI, and DeepSeek to refine attack strategies, troubleshoot logistical challenges, and streamline coordination between units.
Some operatives utilized AI to analyze failed operations by submitting multiple scenarios for evaluation, seeking insights to improve future assaults. Technical troubleshooting also emerged as a key function, with fighters querying AI systems to repair captured weapons, diagnose equipment malfunctions, or understand military hardware operations.
Access restrictions proved flexible—when one platform refused responses, users reformulated queries, adjusted context, or switched to alternative services to bypass limitations. The report warns that while AI accelerates knowledge acquisition, it does not guarantee accurate or actionable intelligence, as models may produce incomplete or contextually irrelevant outputs.
Structured adoption: Daesh-trained cells boost AI integration
Certain factions have formalized AI use by establishing specialized units composed of engineers, weapons experts, and planners. These cells act as intermediaries, receiving field operatives’ queries, cross-referencing multiple AI platforms, and relaying vetted responses to frontline fighters.
Access to devices, accounts, and subscriptions remains tightly controlled to prevent leaks or unauthorized use. Training, reportedly facilitated by Daesh-affiliated instructors, included in-person workshops and remote support, alongside the provision of encrypted hardware, VPNs, and premium platform access.
The curriculum covered AI fundamentals, query optimization, and methods to bypass platform safeguards. Insights gained are reportedly disseminated across operational units, signaling a systemic shift in how these groups leverage technology.
Critical gaps and security implications
The study acknowledges methodological limitations, relying primarily on testimonies from former mid-level cadres rather than current leadership. It also notes that while AI adoption is rising, its measurable impact on operational success remains unverified.
However, the accessibility of AI tools—originally designed for public and corporate use—poses a growing challenge for security frameworks. The report urges collaboration among developers, governments, and researchers to strengthen protections against organized misuse, rather than isolated actors. As Boko Haram factions deepen their investment in AI infrastructure, the question shifts from whether they will use these technologies to how effectively security measures can mitigate their transformation into tools of violence.
