Gabon adopts strategic security programming bill for 2026-2030

Following the legislative progress made with last year’s military programming law, the government of Gabon is now shifting its focus toward the comprehensive modernization of the National Police. During the Council of Ministers session on June 25, 2026, officials approved a new security programming bill designed to span the 2026-2030 period. This strategic shift aligns with earlier declarations made by the Vice-President of the Government, Hermann Immongault, regarding the necessity of a structural overhaul for the nation’s internal forces.

The primary objective of this legislation is to recalibrate the nation’s security infrastructure to meet increasingly sophisticated challenges. Authorities highlighted that evolving criminal landscapes—including cyber threats, organized trafficking networks, and direct risks to citizens—demand a significant upgrade in police capabilities. This five-year framework will act as a strategic guide for directing investments, optimizing service efficiency, and ensuring a stronger security presence across every province of Gabon.

A vision for police transformation

The reform aims to fundamentally change how police forces operate on the ground. Key priorities include continuous professional development for officers, the integration of advanced technology into daily operations, and a broader territorial reach to foster closer ties with local communities. Furthermore, the government intends to leverage international partnerships to better address shared security concerns through collaborative efforts.

However, this ambitious roadmap faces immediate fiscal hurdles. Despite the clear need for significant capital, security-related funding has seen a reduction in the 2026 amended finance bill. This budgetary gap raises questions about the speed at which these modernization measures can be implemented. Ultimately, the success of the 2026-2030 plan will hinge on the state’s ability to secure the necessary funding and sustain its commitment to transforming the security landscape over the long term.
