During the recent French National Day celebrations, Senegalese government officials underscored the enduring strength of the Dakar-Paris relationship, describing it as a deeply rooted, multifaceted partnership forged through decades of collaboration in human, cultural, economic, scientific, and academic exchanges. However, they emphasized that this alliance is now entering a pivotal phase, marked by a demanding yet constructive dialogue aimed at aligning bilateral cooperation with the evolving aspirations of both nations and the shifting dynamics of the regional and global landscape.
Core principles guiding the renewed partnership
Me Moussa Sarr, a key figure in the discussions, highlighted the foundational values underpinning this new chapter: mutual respect for sovereignty, reciprocal trust, shared listening, equality between partners, and the pursuit of mutually beneficial interests. These principles, he noted, are essential for building a partnership that reflects the true needs and ambitions of both countries.
Strategic sectors for bilateral cooperation
The minister outlined the key areas where Senegal and France are deepening their collaboration:
- Education and vocational training: Strengthening academic exchanges and skill development initiatives.
- Healthcare: Expanding joint programs to improve public health outcomes.
- Infrastructure and transportation: Modernizing Senegal’s transport networks and urban development projects.
- Agriculture and food security: Enhancing agricultural productivity and sustainable practices.
- Energy and sanitation: Investing in renewable energy and improving waste management systems.
- Decentralized cooperation: Fostering local partnerships and empowering Senegalese communities.
- Research and innovation: Promoting joint scientific projects and technological advancements.
Sarr also praised the ongoing success of the Programme d’appui aux initiatives de solidarité pour le développement, which leverages the expertise of the Senegalese diaspora to drive local development. Additionally, he acknowledged France’s role as the top destination for Senegalese students abroad, reinforcing the strong educational ties between the two nations.
A standout highlight was Senegal’s gratitude to France for its support in preparing for the 2026 Youth Olympic Games, particularly in areas such as protocol, security, and emergency response coordination.
Addressing historical and memorial challenges
On the sensitive issue of historical memory, Me Moussa Sarr revealed that positive dialogues are underway to facilitate access to archives and declassify historical documents. Joint training programs for archivists and heritage professionals from both countries are also in the pipeline. Furthermore, French experts are being mobilized to assist in archaeological excavations at undisclosed historical sites, signaling a commitment to preserving and exploring shared heritage.
Global challenges and multilateral cooperation
The minister stressed the importance of addressing pressing international issues such as security, climate change, energy transition, food sovereignty, economic governance, mobility, and global stability. He called for a renewed multilateralism and balanced partnerships to tackle these challenges effectively. High-level exchanges between the two nations have been productive, and upcoming bilateral meetings—including intergovernmental seminars—are set to define the roadmap for future collaboration.
As Senegal and France navigate this transformative phase, their renewed partnership promises to foster greater resilience, innovation, and shared prosperity for both peoples.
