During a high-level session at the United Nations Security Council presided over by the Democratic Republic of Congo (DRC), Chinese Ambassador Fu Cong delivered a strong condemnation of sexual violence in conflict zones, emphasizing that the international community must unite to combat this scourge. The ambassador highlighted that sexual violence has surged globally in recent years, with women and girls disproportionately affected, and called for urgent action to address this humanitarian crisis.

Ambassador Fu Cong stressed that sexual violence used as a weapon of war represents a blatant violation of international law and UN Security Council resolutions. He noted that these crimes inflict lasting trauma not only on victims but also on their families and communities, leaving deep scars on society. The Chinese diplomat’s remarks followed a recent UN report indicating that sexual violence in conflict zones has more than doubled in the past year, reaching unprecedented levels amid escalating global instability.

DRC’s Struggle Against Sexual Violence Recognized

The Ambassador specifically commended the DRC’s proactive measures to combat sexual violence, particularly in its eastern regions where armed groups continue to pose a significant threat. He pointed to the country’s efforts to strengthen legal frameworks, improve military and police management, and implement survivor support programs as exemplary models for other nations facing similar challenges.

Fu Cong emphasized that peace and stability are the cornerstones for eradicating sexual violence in conflict zones. He argued that ongoing conflicts, social unrest, and weakened state institutions create fertile ground for such crimes to proliferate. The Chinese representative called for a unified approach to conflict resolution, advocating for diplomatic prevention, mediation, and the promotion of ceasefires to restore peace.

International Cooperation and Victim Support

The Ambassador underscored the importance of international cooperation in supporting countries like the DRC to improve their systems for assisting survivors. He highlighted the critical need for comprehensive services, including medical care, psychological support, legal assistance, education, and economic reintegration programs. Fu Cong also called on donor nations to fulfill their financial commitments to ensure that humanitarian aid reaches those in need.

In his concluding remarks, the Chinese diplomat reiterated China’s commitment to working with the international community to address the root causes of sexual violence in conflict zones. He emphasized that a collective, cooperative, and sustainable approach to global security is essential to creating a safer and more just world for all.
