Inclusive national political dialogue in the Democratic Republic of Congo: PSDV presents its actionable roadmap

The Parti Social-Démocrate Vert (PSDV) has closely monitored the upcoming announcement of an inclusive national political dialogue in the Democratic Republic of Congo (DRC). The party fully endorses the Head of State’s initiative to engage in broad-based consultations with all national social and political forces—a crucial step toward reinforcing national cohesion and defending the country’s sovereignty and territorial integrity, which are currently under severe strain.

At the heart of the crisis plaguing the nation lies an unjust aggression that demands urgent resolution. To ensure the dialogue’s success, the PSDV has outlined key recommendations that serve as foundational terms of reference for the process.

Core objectives of the dialogue

The central focus of this historic gathering must be the establishment of a united patriotic front to counter the aggression threatening the DRC. While other domestic policy issues may arise, the primary objective remains uncompromising: mobilizing the nation against external threats to its sovereignty.

Venue and participation framework

The dialogue must unfold on Congolese soil, reaffirming the nation’s commitment to resolving its challenges internally. Inclusivity remains a cornerstone, but it must adhere to realistic and structured participation modalities aligned with the DRC’s international commitments.

The dialogue will include representatives from the political majority, unarmed opposition, civil society, and key political figures. Regarding armed opposition groups, the PSDV supports the continuation of negotiations outside the country, ensuring strict compliance with the Doha and Washington agreements—particularly the disarmament, demobilization, and reintegration of armed factions.

Leadership and facilitation

The Head of State, as the embodiment of national unity under Article 69 of the Constitution, must take a leading role in overseeing the dialogue. A credible facilitator, endorsed by all stakeholders, should be appointed to guide the process, with the support of religious leaders from Catholic, Protestant, Kimbanguist, Muslim, and Revival Church communities.

International oversight and advocacy

The participation of the African Union and the United Nations as observers is essential. Their involvement ensures that the dialogue’s outcomes can be leveraged to advocate for the full implementation of UN Security Council Resolution 2773, a critical framework for sustainable conflict resolution.
