The Chamber of Representatives has placed foreign relations and parliamentary diplomacy at the heart of its agenda throughout the 11th legislative term. This was emphasized by Rachid Talbi Alami, President of the Chamber, during the closing of the second session of the 2025-2026 legislative year.

In his closing speech, Talbi Alami highlighted that Morocco’s parliamentary diplomacy operates under a rigorous political and diplomatic framework, particularly concerning the Sahara issue. He reiterated that this remains the cornerstone of Morocco’s diplomatic strategy and a decisive factor in shaping the Kingdom’s international partnerships.

The President of the Chamber also reflected on the adoption of UN Security Council Resolution 2797 on July 31, 2025, which he described as a turning point in addressing the dispute over Morocco’s southern provinces. He underscored that the resolution reinforced Morocco’s position by acknowledging the historical legitimacy of its territorial claims and bolstered international support for the Kingdom’s historical rights.

Parliamentary diplomacy amplifies royal initiatives

Talbi Alami noted that the Chamber of Representatives has actively supported major royal initiatives on both the continental and international stages. He specifically mentioned initiatives targeting Atlantic-bordering African states and efforts to facilitate access to the Atlantic Ocean for landlocked African nations.

The President of the Chamber also emphasized Morocco’s commitment to peacebuilding, peaceful coexistence, and environmental protection. He pointed to the Kingdom’s consistent hosting of international congresses and forums, which have led to the adoption of eleven key international parliamentary documents—including several global declarations—during the current legislative term.

Strengthening partnerships and Morocco’s global presence

Talbi Alami stressed the importance of leveraging these achievements to solidify Morocco’s role within multilateral parliamentary organizations. He advocated for expanding bilateral cooperation through new agreements and forums designed to foster sustainable partnerships and mutual trust.

The Chamber of Representatives’ international cooperation programs have played a pivotal role in this strategy. These initiatives have created new dialogue spaces, promoted the exchange of best practices with leading parliaments, facilitated knowledge sharing, and showcased Morocco’s democratic model.

Finally, the President of the Chamber highlighted that the Moroccan Parliament stands among the few in the world to have developed, adopted, and published practical guides and reference documents on parliamentary action through a comparative approach.
