Togo’s diplomatic influence continues to grow on the international stage. On Wednesday, July 15, 2026, Lomé played host to a high-level visit from Xavier Bettel, Vice-Premier Minister and Foreign Affairs Minister of the Grand Duchy of Luxembourg. The meeting, held under the watchful eye of Cina Lawson, Togo’s Minister of Digital Transition, culminated in the signing of three transformative agreements aimed at deepening bilateral cooperation.
Strengthening decades of partnership
This official visit marks Xavier Bettel’s second trip to Togo in two years, following his 2024 visit. The recurring exchanges underscore the robust and enduring relationship between Lomé and Luxembourg, a bond that dates back to March 7, 1972. To further solidify this alliance, both nations have committed to establishing a structured framework for regular political consultations, with plans to formalize a new protocol agreement in the near future.
Three pillars for Togo’s future
The Lomé meeting resulted in the immediate signing of three pivotal agreements designed to propel Togo toward sustainable development and digital resilience:
- Financing protocol for the INCLURE environmental program: A flagship initiative aimed at bolstering ecological sustainability and climate resilience across the nation.
- Indicative Cooperation Program (PIC) between Togo and Luxembourg: A structured roadmap to enhance long-term development aid and partnership efficiency.
- Togocyber+ cybersecurity program: A forward-looking initiative, supported by LuxDev—Luxembourg’s development cooperation agency—to fortify Togo’s digital infrastructure and cybersecurity, with Cina Lawson overseeing implementation.
