Gabon has taken a bold step in reshaping its civil service recruitment landscape by raising the maximum age for new hires to 40 years. Spearheaded by Public Service Minister Laurence Ndong, this reform aims to widen the talent pool while professionalizing access to public offices through structured competitive examinations.
The initiative, developed with input from 29 government departments and 110 specialists, targets the enhancement of critical state sectors—particularly those underpinning sovereignty and national security.
Ending automatic career progression
Beyond merely extending the recruitment window, the government is scrapping automatic career advancement systems. As Minister Ndong explained, “Opening doors to the civil service until 40 must come with higher expectations once hired. The old system of automatic promotions is obsolete; it’s being replaced by a framework grounded in professional excellence, ethical conduct, and timeliness.”
