Côte d’Ivoire unveils visionary territorial plan for 2045 growth

Under the leadership of Dr. Souleymane DIARRASSOUBA, Minister of Planning and Development, an exclusive national workshop convened in Abidjan this week to finalize the landmark Schéma National d’Aménagement du Territoire (SNAT CI-2045). The high-level gathering brought together top officials from government institutions, regional authorities, public administrations, private sector leaders, civil society representatives, academics, technical experts, and media professionals.

The event marked the culmination of an intensive, multi-stakeholder process aimed at crafting Côte d’Ivoire’s first-ever national territorial planning blueprint. Once adopted, the SNAT CI-2045 will serve as the definitive guide for steering long-term public and private investments, optimizing public policy delivery, and fostering balanced regional development across the country.

Speaking on behalf of President Alassane Ouattara, Dr. DIARRASSOUBA emphasized the government’s commitment to reinforcing strategic planning mechanisms to support the nation’s economic, social, and environmental transformation. Territorial planning, he noted, is pivotal in redistributing investments more evenly, unlocking regional potential, and aligning development policies for greater coherence.

The SNAT CI-2045 will define the spatial organization of Côte d’Ivoire’s future development, outlining where public and private investments should be concentrated while assigning each region a tailored developmental role. It will also harmonize efforts between the central government, local authorities, and development stakeholders to ensure every territory contributes meaningfully to national progress.

Dr. DIARRASSOUBA highlighted the synergy between the SNAT CI-2045 and the upcoming National Development Plan (NDP 2026–2030). He stated, “The NDP sets clear medium-term priorities and investments for national growth, while the SNAT CI-2045 translates these into a long-term territorial vision. Together, they will anchor a cohesive, nationwide development strategy.” He added that his ministry’s core mission is to ensure every region plays a strategic role in Côte d’Ivoire’s future prosperity.

The validated framework is the result of a rigorous, participatory, and multi-scale consultation process. It is rooted in a comprehensive national diagnostic and addresses key challenges such as reducing regional disparities, managing urban expansion, boosting territorial competitiveness, enhancing local governance, preserving natural resources, and deepening regional integration.

The SNAT CI-2045 sets ambitious goals: equitable territorial development, a more efficient urban-rural network, stronger local governance, a resilient and inclusive economy, and accelerated climate transition. These priorities are structured into five strategic pillars designed to build a Côte d’Ivoire where every community thrives and shared prosperity prevails.

Following the workshop, the draft SNAT will be submitted to the Government for approval before being presented to Parliament for adoption into law. Once enacted, it will become Côte d’Ivoire’s foundational territorial planning reference, guiding state action to channel investments where they deliver the greatest impact and promote balanced national development.
