Côte d’Ivoire unveils landmark national spatial planning framework for 2045

The Minister of Planning and Development, Dr. Souleymane Diarrassouba, led a pivotal national workshop in Abidjan to validate the study for Côte d’Ivoire’s National Spatial Planning Framework (SNAT CI-2045). The gathering brought together top officials, local administrators, regional authorities, technical and financial partners, alongside public agencies, private sector representatives, civil society, academia, experts, and media professionals.

This milestone paves the way for adopting the country’s first national territorial planning benchmark. The SNAT CI-2045 will equip the Ivorian government with a comprehensive framework to guide sustainable public and private investments, enhance public policy effectiveness, and foster balanced regional development.

Under the leadership of President Alassane Ouattara, the Government continues strengthening its strategic planning mechanisms to support economic, social, and environmental transformations across Côte d’Ivoire.

Spatial planning plays a pivotal role in this vision by ensuring investments are distributed more evenly, unlocking each region’s potential, and aligning development policies coherently.

The SNAT CI-2045 serves as the long-term reference for spatial development organization. It defines where public and private investments should be strategically located while harmonizing state actions, local governance, and development stakeholders by assigning specific roles to each territory.

“The 2026-2030 National Development Plan (NDP) sets medium-term priorities and investments for national growth. The SNAT CI-2045 translates these priorities into territorial strategies for the long haul and will underpin future National Development Plans. Together, these frameworks ensure cohesive public action nationwide. Our ministry’s mission is to ensure every region finds its rightful place in the national development journey,” stated Dr. Diarrassouba.

The validated orientations stem from a rigorous, participatory, and multi-scale consultation process. They are rooted in a thorough national territory analysis and address critical challenges: reducing regional disparities, managing urban expansion, boosting territorial competitiveness, enhancing local governance, preserving natural resources, and reinforcing regional integration.

The SNAT CI-2045 embodies Côte d’Ivoire’s ambition to build resilient, competitive territories where shared prosperity thrives. It is structured around five strategic pillars: balanced territorial development, optimized urban-rural networks, stronger territorial governance, a high-performing and inclusive economy, and accelerated climate transition.

Following the workshop, the draft framework will be submitted to the Government before parliamentary review for the adoption of the National Spatial Planning Law. Once enacted, Côte d’Ivoire will possess its first national territorial planning benchmark, guiding state investments toward high-impact regions and driving balanced nationwide development.
