US imposes fresh sanctions on rebel leaders in eastern DR Congo

In a decisive move to address the persistent instability in the eastern Democratic Republic of Congo, the United States government has announced a new wave of targeted sanctions. These measures focus on high-ranking commanders within the FDLR (Democratic Forces for the Liberation of Rwanda) and the M23 (March 23 Movement), groups that have been central to the conflict in the region since 2021.

Targeting the architects of regional instability

The latest diplomatic actions aim to curb the influence of individuals who threaten the peace and prosperity of the area. Among those sanctioned is Gustave Kubwayo, a key figure in the FDLR‘s intelligence and special operations unit. Official reports highlight his involvement in orchestrating ethnic violence against civilian populations, the recruitment of child soldiers, and the perpetration of sexual violence. Furthermore, his activities include cross-border raids that continue to jeopardize the security of Rwanda.

Also facing sanctions is John Imani Nzenze, the intelligence chief for the M23. This armed group, which receives support from Rwanda, stands accused of widespread killings, severe human rights abuses, and systematic attacks on civilians throughout the eastern RDC.

The Trump administration remains dedicated to ensuring that all parties involved in the conflict honor their obligations under the Washington Agreements signed on December 4, 2025, as well as the Doha Framework. By utilizing all available diplomatic and economic tools, the aim is to foster long-term stability within the Great Lakes region and hold those responsible for atrocities accountable.
