Project context

The humanitarian landscape in the DRC remains deeply challenging, with a persistent deterioration in recent years. Multiple overlapping crises—particularly in the eastern provinces—have fueled endemic violence and armed conflicts. This insecurity has triggered massive and recurring displacements, compounded by chronic health vulnerabilities, including recurrent Ebola outbreaks.

The civilian impact is severe, with frequent human rights violations and breaches of international humanitarian law. Targeted attacks on civilians and gender-based violence are widespread. Since 2010, INTERSOS has been active in the DRC, implementing protection, health, WASH, and food security programs in Ituri, North Kivu, and South Kivu. Our efforts are supported by partnerships with UN agencies and funding from entities like ECHO, AICS, and SV.

Position objectives

The Mission Coordinator serves as INTERSOS’ representative in the DRC, acting on behalf of the organization’s leadership. This role encompasses strategic design, resource planning, program management, and implementation, ensuring alignment with INTERSOS’ mission and donor requirements.

Key responsibilities

Strategy and leadership

  • Monitor and analyze the political and humanitarian landscape across the DRC and neighboring countries, identifying potential intervention areas through established contacts and exploratory missions.
  • Develop and propose new intervention strategies that reflect INTERSOS’ values and ethical principles.
  • Identify and pursue funding opportunities, leveraging initiatives to maximize community impact while engaging institutional and private donors.
  • Align program priorities with donor strategies, ensuring strict adherence to INTERSOS’ policies and donor guidelines.
  • Oversee project development and implementation, conducting periodic field visits to assess progress, quality, and compliance with internal and external standards.
  • Submit project proposals and emergency interventions for central approval, evaluating potential emergency responses and directing additional program development as needed.
  • Lead the country strategy planning process, prioritizing actions and resources to achieve program objectives.

Representation and advocacy

  • Act as INTERSOS’ official representative, managing relationships with authorities to ensure seamless and timely implementation of interventions while upholding impartiality and independence.
  • Ensure proper government recognition of the organization, adhering to local legal formalities.
  • Maintain productive communication with donors, clearly communicating assessed needs to influence their priorities.
  • Represent INTERSOS in relevant forums and coordination platforms.

Team management

  • Ensure the Senior Management Team operates effectively, fostering collaboration and participation in key decision-making processes.
  • Work with the HR coordinator to guide and supervise the performance evaluation of both international and national staff.
  • Uphold INTERSOS’ organizational values, ethical code, and management frameworks, ensuring compliance across all operations.
  • Promote high ethical standards, teamwork, and a productive work environment.
  • Empower staff to achieve organizational goals while fostering a highly functional and cooperative team dynamic.

Finance, logistics, and procurement

  • Collaborate with the Finance Coordinator to oversee the mission’s financial management, ensuring sustainability and accountability for allocated funds.
  • Ensure transparent and efficient allocation of resources.
  • Partner with the Logistics and Procurement Coordinator to establish and maintain effective service delivery and procurement processes.

Safety and security

  • Assume ultimate responsibility for safety, including developing and validating the country security plan while ensuring compliance with procedures and monitoring contextual developments.
  • Regularly engage with the regional office and security advisors on safety-related matters.
  • Make final decisions on all security-related issues in the country.

Accountability and quality control

  • Collaborate with the SMT to produce and present monthly mission activity reports.
  • Continuously evaluate and analyze the impact of country programs and operations, including through periodic field visits in partnership with the Program Coordinator and MEAL team.
  • Ensure adherence to INTERSOS’ safeguarding policies by all staff members.
  • Supervise the effectiveness of complaint feedback mechanisms in collaboration with the MEAL department.
  • Monitor program quality and impact against established strategic objectives and indicators.
  • Oversee program reporting, ensuring compliance with INTERSOS policies, donor regulations, and national requirements.

Required qualifications

  • University degree in project management, international affairs, development studies, international political economy, or a related field.
  • Eight years of leadership experience in humanitarian contexts, ideally with NGOs in developing countries.
  • Proven track record in managing major grants and international donor relationships.
  • Experience working in high-risk environments with responsibility for security planning, monitoring, and management.
  • Strong computer literacy (Word, Excel, and Internet).
  • Fluency in French and English is mandatory.
  • Strategic vision and exceptional organizational and planning skills.

Terms of employment

  • Salary range: €4,505 – €5,182 gross per month (based on experience).
  • Accommodation: Shared guesthouse.
  • R&R: 7 days of psycho-physical recovery every 12 weeks, plus a €1,000 allowance.
  • Annual leave: 2.5 days per month.
  • Comprehensive medical insurance for staff.
  • Transport and visa: Round-trip airfare included. For assignments of 9+ months, an additional round-trip ticket to the home country is provided.
  • Induction training: One week of online pre-deployment training.
