DRC and AFC/M23 agree on progress review mechanism

Government officials from the Democratic Republic of the Congo (DRC) and the Alliance du Fleuve Congo/Mouvement du 23 Mars (AFC/M23) have jointly agreed to establish a dedicated mechanism to assess advancements and address obstacles in fulfilling the obligations outlined in the Doha Framework Agreement.

Key milestones highlighted in the joint statement include the operationalization of the Expanded Joint Verification Mechanism Plus (EJVM+) secretariat. This development paves the way for the EJVM+ reconnaissance mission conducted on August 20, with logistical support from the MONUSCO peacekeeping force. The mission precedes the first ceasefire verification exercise scheduled for August 24 in Minembwe.

Another critical achievement is the consensus on adopting a standardized reporting system for ceasefire violations, ensuring transparency and accountability in monitoring compliance.

Roadmap and mutual commitments

The negotiating teams have finalized a detailed roadmap that outlines the sequence and timeline for discussions under the Doha Agreement. Both parties reaffirmed their dedication to pursuing comprehensive peace talks, emphasizing that the negotiation order of protocols does not dictate their implementation sequence.

The delegations expressed deep appreciation for the unwavering support from Qatar, the United States, Togo, Switzerland, and the African Union Commission in fostering stability across the DRC’s eastern regions and the broader Great Lakes area.

International backing and future outlook

Massad Boulos, senior advisor to the former US President on African and Middle Eastern affairs, took to social media to commend the progress made during recent discussions in Switzerland. He stated:

« I am encouraged by the additional strides taken in Swiss-mediated talks to advance the Doha Framework Agreement toward a lasting peace accord between the DRC Government and AFC/M23. The United States remains steadfast in its commitment to promoting peace and stability throughout the DRC’s eastern provinces and the wider Great Lakes region. »
