Côte d’Ivoire adopts landmark national territorial plan for 2045

The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan to validate the study for Côte d’Ivoire’s National Territorial Development Plan (SNAT CI-2045). The session brought together key stakeholders including government institutions, prefects, local authorities, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and media representatives.

This landmark step paves the way for the adoption of the country’s first national territorial planning framework. The SNAT CI-2045 will equip the government with a critical reference tool to guide public and private investments, enhance policy effectiveness, and promote balanced regional development across the nation.

Under the leadership of President Alassane Ouattara, the Ivorian Government continues to strengthen its strategic planning infrastructure to support the country’s economic, social, and environmental transformations. Territorial planning plays a central role in this vision by ensuring a more equitable distribution of investments, unlocking regional potential, and aligning development policies for greater coherence.

The SNAT CI-2045 serves as the long-term spatial development blueprint, defining where public and private investments should be strategically located. It harmonizes the actions of the State, local governments, and development actors by assigning specific roles to each region, fostering a more integrated and sustainable growth model.

Dr. Souleymane DIARRASSOUBA emphasized: « The National Development Plan (PND) 2026–2030 sets mid-term priorities and investments for national growth. The SNAT CI-2045 translates these into a territorial vision for the long term and will underpin future National Development Plans. Together, these frameworks ensure cohesive public action across the entire territory. Our mission at the Ministry of Territorial Planning and Regional and Local Development is to ensure every region plays its rightful role in the nation’s progress. »

The validated draft reflects a comprehensive, participatory, and multi-scalar consultation process. It builds on a thorough national territory analysis and addresses key challenges such as reducing regional disparities, managing urban growth, boosting territorial competitiveness, improving local governance, preserving natural resources, and deepening regional integration.

The SNAT CI-2045 embodies a bold vision for a Côte d’Ivoire of resilient, competitive, and prosperous territories sharing inclusive growth. It is structured around five strategic pillars: balanced territorial development, improved efficiency in urban and rural networks, stronger territorial governance, a high-performing, resilient and inclusive economy, and accelerated climate transition.

Following the workshop, the draft plan will be submitted to the Government and later presented to Parliament for adoption through a law establishing the National Territorial Development Plan. Once enacted, Côte d’Ivoire will have its first national territorial planning framework, guiding state action to channel investments where they yield the greatest impact and foster balanced national development.»
