Chadian petroleum authority delegation strengthens energy ties in Algeria

Mr. Hassan Adoum Younousmi, Director General of Chad’s Downstream Petroleum Sector Regulatory Authority (ARSAT), recently held a significant meeting on June 16 with Mr. Mohamed Arkab, Algeria’s Minister of State and Minister of Hydrocarbons. This important audience took place at the Algerian Ministry of Hydrocarbons headquarters, with key collaborators from both dignitaries in attendance.

This high-level engagement served to reinforce Algerian-Chadian cooperation and advance the implementation of recently established bilateral agreements. Discussions primarily centered on critical aspects of the downstream petroleum sector, including regulatory frameworks, the expansion of energy infrastructure, refining capabilities, strategic storage solutions, and the efficient distribution of petroleum products.

Further enriching the dialogue were vital topics such as industrial safety protocols, the digitalization of operational processes, and robust governance within the sector, all aimed at fostering modernization and greater transparency.

This productive encounter builds upon a cooperation protocol previously signed on April 23, 2026, in Algiers between ARSAT and the Algerian Hydrocarbon Regulatory Authority (ARH). The protocol’s core objective is to bolster technical and institutional collaboration between the two regulatory bodies through mutual knowledge exchange, the adoption of best practices, and support for enhancing national capacities.

Concluding their discussions, both delegations unequivocally reaffirmed their shared dedication to solidifying the fraternal bonds between Algeria and Chad. They also committed to actively promoting the sharing of expertise, recognizing its crucial role in driving sustainable development and fostering greater African integration.

“ARSAT is fully committed to collaborating with its Algerian counterparts to propel the development of Chad’s downstream petroleum sector and to strengthen our national competencies,” stated Hassan Adoum Younousmi, Director General of ARSAT, underscoring the authority’s proactive stance.
