The United Nations Group of Experts has unequivocally identified the AFC/M23 as the primary non-state armed group responsible for the most significant violations of international humanitarian law in the eastern Democratic Republic of Congo.

In its comprehensive final report, released on June 11, 2026, the Group detailed a harrowing catalogue of abuses. These include systematic executions, the deliberate destruction of villages, and the burning of essential livelihoods across the Bwito and Bwisha chiefdoms within Rutshuru territory. The report also highlights a severe humanitarian blockade imposed on Minembwe, effectively depriving the Banyamulenge population of access to vital necessities.

A particularly alarming finding points to an “unprecedented” escalation in conflict-related sexual violence since 2024. Women and girls have been disproportionately affected, with the AFC/M23 cited as the main perpetrator of these horrific acts.

Furthermore, the report notes that the FARDC (Armed Forces of the Democratic Republic of Congo) stands as the principal state actor responsible for violations. This dual designation underscores the complex nature of the conflict, challenging simplified narratives and implicating multiple belligerents in the widespread human rights abuses plaguing the region.
