The Moroccan government is preparing a sweeping national roadmap to transform the country into a continental e-commerce powerhouse. The Ministry of Industry and Trade is finalizing a comprehensive strategy aimed at modernizing digital commerce infrastructure, strengthening market competitiveness, and positioning Morocco as Africa’s premier online retail hub.
The initiative comes as global e-commerce revenues soared to $5.8 trillion in 2023, with projections reaching $8 trillion by 2027. Morocco’s digital marketplace has mirrored this growth, with sector revenues hitting 19 billion Moroccan dirhams by September 2023—a figure representing over 30% annual growth.
Overcoming critical challenges in Morocco’s digital marketplace
Despite this momentum, several structural obstacles continue to hamper the sector’s full potential. Government officials highlight persistent issues including outdated regulatory frameworks, complex tax structures, inefficient logistics networks, and market fragmentation. Consumer trust remains another major hurdle, particularly as traditional cash-on-delivery models struggle to meet evolving digital payment expectations.
Strategic pillars for Morocco’s e-commerce transformation
The upcoming national strategy will be built on three foundational pillars:
- Sector analysis: A comprehensive diagnostic of current market conditions, digital infrastructure quality, existing business models, and sector-specific impacts on agriculture and textile industries. The study will also evaluate the transformative potential of the African Continental Free Trade Area (AfCFTA).
- International benchmarking: Examination of successful global e-commerce models to identify best practices and adaptation strategies tailored to Morocco’s unique economic landscape.
- 2030 development framework: Establishment of concrete growth targets, employment generation metrics, investment requirements, SME integration goals, and international market expansion objectives through 2030.
The strategy’s development phase will begin with an in-depth sector analysis before progressing to targeted policy interventions and infrastructure investments designed to create Africa’s most dynamic digital commerce ecosystem.
