Libreville city council records surplus for 2025 fiscal year

Is the Libreville City Hall finally returning to a state of stability? Local representatives gathered recently at the Jean-Félix Lassy hall for an ordinary session to review and approve the administrative and management accounts for the 2025 fiscal year. This meeting, attended by the Governor of Estuaire province, Marie-Françoise Dikoumba, took place during a pivotal time for the municipal government.

The current political climate follows a turbulent period in April, when a majority of council members rejected the initial 2026 budget proposal. This move led to the dissolution of the executive team previously led by Pierre Matthieu Obame Etoughe and the subsequent appointment of a new leadership group headed by Eugène Mba. In a noticeably calmer atmosphere, the elected officials have resumed their institutional duties, adhering to decentralization laws that mandate the review of the previous year’s financial records during the first annual session.

During his opening remarks, the Mayor of Libreville, Eugène Mba, explained that the administrative account serves as the definitive record of all budgetary transactions completed during the year. This document is essential for comparing initial budget forecasts against actual revenue collected and total expenditures authorized.

For the 2025 period, the budget established under the special delegation was initially set at 25.623 billion CFA francs, later increased by an additional 500 million CFA francs. Data presented to the council highlights a positive management outcome, with a surplus of 1.311 billion CFA francs. Although Eugène Mba was not in office during the year in question, he emphasized the principle of continuity in public service as the reason for presenting these financial results to the assembly.

He urged the councilors to evaluate the documents with a sense of responsibility and objectivity. Beyond the financial votes, the council was also tasked with discussing a resolution concerning the Mindoubé commercial complex. Municipal authorities view this project as a vital tool for stimulating local economic growth and diversifying the city’s revenue streams.
