Tchad : inspection ministérielle des infrastructures anti-inondations à N’Djamena
Le ministre tchadien de l’Habitat a inspecté les infrastructures du projet PILIER à N’Djamena pour évaluer leur capacité à prévenir les inondations, malgré des actes de vandalisme sur certains équipements.
N’DJAMENA, Chad – With the rainy season drawing near, Mahamat Assileck Halata, Chad’s Minister of Territorial Planning, Urbanism, and Housing, undertook a crucial field visit on June 25, 2026. The inspection covered several key installations of the Integrated Project for Flood Control and Urban Resilience (PILIER) within the capital, N’Djamena. The primary objective was to assess the progress of ongoing works and ascertain the operational readiness of structures vital for safeguarding the city against seasonal inundations.
The ministerial delegation embarked on a comprehensive tour, making stops at various critical sites. These included the Lamadji pumping station in the 10th district, the Chagoua municipal hangar, the N’Djari canal, the Toumaï Palace culverts, the city’s wastewater treatment facility, the Pedro site, and ongoing road infrastructure projects. An additional visit was made to the 7th district town hall hangar to meticulously examine the equipment and resources deployed for flood mitigation efforts.
Minister Halata emphasized that this extensive tour aligns with the government’s proactive strategy to monitor initiatives aimed at reducing risks associated with severe weather events. He recalled a recent evaluation meeting held after previous heavy rains, which served to review the status of infrastructure developed with significant support from the World Bank. During his visit to the Lamadji pumping station, Minister Halata notably condemned the theft of essential electrical cables, critical for powering several installations. He detailed that valuable components had been severed and removed by unidentified individuals, an act of vandalism that directly impacts the city’s flood defenses.
Despite this criminal act, the Minister provided reassurance that the Lamadji station remains functional. “Even with the cable theft, the station continues its operations,” he stated. “The available equipment ensures water can be pumped effectively when needed, maintaining N’Djamena’s flood readiness.” This resilience is attributed to the four other pumps that continue to operate without interruption.
Further addressing the issue, Minister Halata confirmed that new electrical cables have already been ordered, again with the backing of the World Bank. Their delivery is anticipated by July 1st, and technical officials project installation could be completed within one to two days. The tour then proceeded to the Sabangali pumping station and subsequently to the generator workshop servicing the 10th district’s pumping stations. The inspection concluded in the Toukra-Mousgoum neighborhood, where the Minister engaged with residents whose homes had been demolished by the 9th district town hall. He offered assurances regarding the reconstruction and rehabilitation of their dwellings.
Minister Halata clarified that this inspection mission underscores the authorities’ determination to ensure all PILIER project infrastructure is fully operational. The goal is to effectively limit flood risks and enhance N’Djamena’s urban resilience throughout the upcoming rainy season. He affirmed that, based on his on-the-ground observations, the systems are indeed functioning well.
In his closing remarks, the Minister reiterated the government’s unwavering commitment to vital infrastructure projects and comprehensive stormwater management. He underscored their indispensable role in protecting the populace and fostering a sustainable improvement in their quality of life, particularly in the context of Chad’s climate challenges.
