Boosting fair competition in west africa’s evolving digital landscape

Abidjan witnessed a significant regional initiative as the ECOWAS Regional Competition Authority (ARCC) and the Support Program for Competition and Consumer Product Safety in Sub-Saharan Africa (PACoSPro) launched a comprehensive awareness campaign. This vital effort targeted both public and private stakeholders in The Gambia, aiming to fortify West Africa against the competitive challenges stemming from rapid digital transformation and expanding regional trade.

Convening in Banjul from June 15 to 17 for a national seminar on competition law and policy, leaders from both institutions underscored the critical need for unified action. Their focus was on countering the emerging anti-competitive practices that often accompany the surge in cross-border commerce and the proliferation of digital platforms.

During the seminar’s opening, Dr. Simeon Koffi, the Executive Director of ARCC, emphasized that current economic shifts necessitate enhanced collaboration. This cooperation must extend across competition authorities, public administrations, media outlets, regional organizations, and international partners.

Dr. Koffi articulated that only a synchronized and inclusive strategy could pave the way for more resilient, equitable, and integrated markets, ultimately benefiting the citizens of West Africa.

“We are committed to continually strengthening our partnerships with national competition authorities, UEMOA, other regional economic communities, the African Competition Forum, and our international allies,” the ARCC official affirmed.

Representing PACoSPro, Ms. Mariana Tavares highlighted the program’s role. Funded by the European Union, PACoSPro assists regional and national bodies in crafting and harmonizing regulatory frameworks pertinent to competition and consumer protection.

She specified that a core objective of the program is to empower competent authorities to implement coherent and effective policies capable of overseeing rapidly changing markets.

Speaking on behalf of The Gambian Minister of Trade, Industry, Regional Integration, and Employment, Deputy Permanent Secretary Mariama Fofana reiterated The Gambia’s dedication to fostering fair competition and robust consumer safeguards.

Fofana stressed that competition serves as a pivotal driver for stimulating innovation, enhancing productivity, attracting crucial investments, and fostering broad economic development.

“Cultivating an environment conducive to equitable competition, consumer protection, and private sector growth remains a paramount national priority,” she declared.

Participants at the event also acknowledged that the complexities presented by globalized trade and the digital economy transcend the capabilities of any single institution. This reality underscores the indispensable need for convergent efforts among national, regional, and international actors.

According to the organizers, the partnership between ARCC, PACoSPro, and The Gambian Competition and Consumer Protection Commission (GCCPC) marks a significant stride for the ECOWAS region. This collaboration primarily aims to bolster the predictability of regulatory mechanisms, enhance the attractiveness of West African markets for investors, and ensure consumers reap the full benefits of regional economic integration.

This strategic alliance further demonstrates the region’s resolve to align with international best practices in competition law and consumer protection, especially as the digital economy swiftly reshapes market dynamics.
