Morocco launches 3.7 billion dirham water policy program with eu backing

The Moroccan government, in collaboration with the European Union, Germany, France, and Italy, has inaugurated a groundbreaking €348 million (3.7 billion Moroccan dirhams) initiative to bolster the country’s National Water Policy.

This pioneering program, structured within the “Europe Team” framework, combines €48 million in EU grants with three concessional loans of €100 million each. These funds are being administered by leading development agencies: the French Development Agency (AFD), Italy’s Cassa Depositi e Prestiti (CDP), and Germany’s Kreditanstalt für Wiederaufbau (KfW).

The initiative is designed to support Morocco in executing its public water policies, focusing on four critical areas:

  • Enhanced water resource assessment to address the growing challenges posed by climate change;
  • Strengthened management of extreme weather events, including prolonged droughts and severe flooding;
  • Protection of water quality and biodiversity to ensure sustainable ecosystems;
  • Safeguarding groundwater resources for long-term water security.

This program reinforces Morocco’s alignment with the Morocco-EU Green Partnership, finalized in October 2022, and the Mediterranean Pact, adopted in November 2025. Both frameworks prioritize climate resilience and water resource management as shared strategic goals.
