Gabon’s tax reforms: digitalization and performance targets set by Oligui Nguema

On Wednesday, June 3, 2026, Gabon’s President, Brice Clotaire Oligui Nguema, welcomed the newly appointed Director-General of Taxes, Edith Laure Mbiguidi Oyaya, along with her leadership team and Thierry Minko, Minister of Economy, Finance, Debt Management, and Price Control.

During this initial meeting, the new Director-General expressed her appreciation for the appointment and outlined her strategic priorities for Gabon’s tax administration. Her approach centers on three key pillars: modernizing infrastructure, expanding the tax base, and enhancing tax collection efficiency.

The administration also plans to strengthen taxpayer monitoring and compliance mechanisms, emphasizing values of rigor, integrity, and professionalism to drive results.

Digital transformation as a cornerstone against tax evasion

President Oligui Nguema underscored the pivotal role of the General Directorate of Taxes (DGI) in the country’s economic transformation. He highlighted that boosting domestic revenue is essential for funding critical infrastructure and public services.

To achieve these goals, he called for an urgent, fully integrated digitalization push. This shift aims to simplify taxpayer procedures, enhance financial transparency, and eliminate tax fraud opportunities.

The Head of State concluded by urging the new leadership to abandon outdated practices and embrace teamwork, discipline, and transparency. By prioritizing a performance-driven culture, he expects the DGI to become a driving force in restoring Gabon’s public finances.
