The Local Development Committee (CLD) met on Friday, June 5, 2026 in Lomé to assess the partnership between Togo and France for solidarity-based and sustainable investment, while outlining the main directions for cooperation from 2026 to 2028.
As a consultation framework between actors of the French team in Togo and their Togolese partners, the CLD aims to strengthen coordination of development actions in line with the country’s national priorities.
Progress in education, training and social cohesion
Over the past few years, several achievements have been recorded in education, training, territorial development, entrepreneurship and social cohesion. In higher education, support for the creation of the Togo Polytechnic School and the award of 95 scholarships by the French government to Togolese students are among the key actions. The “Studies in France” program welcomed more than 8,200 people in 2025, with new Campus France spaces opened in Lomé and Kara. The accredited French education network has also grown strongly, from 857 students four years ago to over 2,500 learners today.
Over 17,000 beneficiaries in cultural and sports sectors
Initiatives supported in the cultural and creative industries reached more than 17,000 spectators, trained over 350 beneficiaries, and supported 24 artistic residencies. France also supported the creation of the National Agency for Training of Local Authorities (ANFCT) as part of its backing for the decentralization process in Togo.
395 million euros invested in essential sectors
The French Development Agency (AFD) committed nearly 395 million euros to several structuring projects in Togo. These investments have improved access to drinking water for over 552,000 people and access to electricity for around 125,000 beneficiaries. They also contributed to the modernization of 49 technical and vocational training centers. More than 600 kilometers of rural roads were built or rehabilitated, benefiting over 500,000 agricultural producers.
Three priorities for 2026-2028 cooperation
For the next three years, the French team intends to continue its support around three main axes: supporting inclusive growth that creates jobs; improving access to infrastructure and essential services; and strengthening governance, human rights and social cohesion. Special attention will be given to youth employability, private sector development, entrepreneurship, and reinforcing local governance dynamics. The committee also reaffirmed the importance of cross-cutting priorities such as gender equality and enhanced support for the Savanes region. Through this dialogue framework, France reaffirms its commitment alongside Togo to promote solidarity-based, inclusive and sustainable development, in complementarity with other technical and financial partners.
