Benin public sector progress unlocks 12th grade for over 1,100 civil servants

After prolonged administrative delays, Benin’s government has finally cleared the path for 1,110 civil servants to advance to the 12th grade in the public service hierarchy. This decision brings immediate financial and administrative relief to workers who had been stuck at the 11th grade for months.

The breakthrough follows a cabinet meeting chaired by the President, Romuald Wadagni, which approved the automatic promotion of eligible officials. To qualify, employees must meet strict criteria based on seniority and merit as of December 31, 2025.

Ending years of gridlock in career progression

The logjam stemmed from outdated technical systems and lingering effects of past payroll reforms. While legislative changes had already expanded the career ladder to allow smoother transitions within the Integrated Human Resources and Payroll Management System (SIGRHP), implementation lagged behind. By formally endorsing this upgrade, authorities are not only safeguarding the career interests of affected staff but also accelerating the digitization of state human resource management.

Financial relief and retroactive payments

The new directive carries immediate financial implications. Ministries have been instructed to recalculate salaries promptly, ensuring all retroactive payments owed are processed without delay. For the 1,110 beneficiaries, this means more than just a title change—it translates to tangible improvements in their monthly earnings.
