He also conveyed heartfelt thanks and deep appreciation to Algerian President Abdelmadjid Tebboune and the Algerian people for this important solidarity initiative, which will strengthen Tchad’s electricity production capacity, improve energy supply, and support economic and social development efforts.

It is with great satisfaction that I speak at this groundbreaking ceremony for the future N’Djamena power plant, a flagship project illustrating the positive dynamic of cooperation between the Republic of Tchad and the People’s Democratic Republic of Algeria.
Allow me, on behalf of the Tchadian government and in my own name, to extend a warm welcome to my brother and counterpart, His Excellency Mr. Sifi Ghrieb, Prime Minister of Algeria, and to his entire delegation.
Your presence here today attests to the quality of the friendship and cooperation binding our two countries and the shared will to continue strengthening them for the benefit of our brotherly peoples.
Excellencies, Ladies and Gentlemen,
This ceremony holds special significance. It reflects the common vision and steadfast commitment of Marshal Mahamat Idriss Déby Itno, President of the Republic, Head of State, and His Excellency Abdelmadjid Tebboune, President of Algeria, who are working to deepen cooperation between our two nations.
Both heads of state share a vision for development and closer ties between their states.
The cornerstone we lay today symbolizes much more than the start of construction. It mirrors a shared ambition: placing our cooperation at the service of sustainable development, economic prosperity, and the well-being of our people.
This project follows through on commitments made at the highest level, notably via the Memorandum of Understanding signed on April 22, 2026, and the Grant Agreement concluded on May 14, 2026, between the relevant ministries of our two nations.
The speed with which these pledges turned into tangible actions demonstrates the quality of dialogue between our governments and the efficiency of collaboration between Tchadian and Algerian technical teams.
It also highlights the trust, mutual respect, and solidarity that underpin our partnership.
Your Excellency Mr. Prime Minister,
By providing a 40-megawatt mobile gas turbine power plant, the Algerian government makes a major contribution to Tchad’s efforts to strengthen its energy system and meet the growing needs of its population.
This gesture continues the historic fraternal, friendly, and cooperative ties linking our two countries for many years.
On behalf of His Excellency the President of the Republic, the Government, and the Tchadian people, I express our sincere gratitude:
- to His Excellency the President of Algeria;
- to Your Excellency the Prime Minister;
- to the Algerian government;
- and to all the institutions and technical teams mobilized for this initiative.
Ladies and Gentlemen,
Energy remains a fundamental pillar of economic and social development. It supports public services, fuels economic activity, drives industrialization, and improves living conditions.
Aware of these stakes, the Tchadian government has made energy sector development a strategic priority.
The power plant we launch today will help boost the energy supply of N’Djamena and gradually improve electricity quality.
It will notably:
- improve electricity access for the population;
- strengthen grid stability;
- support economic and productive activities;
- enhance public services;
- and accompany the rapid growth of our capital.
Many households, schools, health facilities, and businesses will benefit from this infrastructure’s positive effects.
Excellencies, Ladies and Gentlemen,
The Tchadian government is fully aware of its responsibilities for this project’s success.
I reaffirm our commitment to take all necessary measures to facilitate its smooth implementation.
We will ensure:
- respect for commitments agreed between parties;
- smooth administrative and logistic procedures;
- support for technical teams;

This groundbreaking opens a new chapter in relations between our two nations.
It proves our shared belief that Africa possesses within itself the resources, skills, and solidarity needed to meet its development challenges.
It also highlights our states’ ability to turn political commitments into tangible achievements serving their peoples.
By erecting this plant, we are building much more than an energy facility.
We are building a symbol of trust.

We are building a model of exemplary cooperation between Tchad and Algeria.
This plant, celebrating the historic friendship between N’Djamena and Algiers, is also an example of pragmatic diplomacy between our two countries.
Algerian expertise and the training of our technicians in this field could ensure autonomous management of this facility, a true diplomatic bridge uniting our peoples around shared sovereignty, prosperity, and trust.
I hope this project is the first of many joint initiatives in energy, infrastructure, health, training, and economic development.
